What
is AACTS?
AACTS,
which comes from “Aging & Adult Client Tracking System,” is
the only comprehensive case management, tracking and reporting
application developed specifically for California Adult Protective
Services (APS), including instant generation of State APS reports.
In addition, AACTS' Intake/Referral process serves both APS and IHSS
(In-Home Supportive Services). Does
AACTS produce all State APS reports, including the SOC 242?
YES.
AACTS produces all State mandated
reports accurately and consistently and at the touch-of-a-button,
including the SOC 341, SOC 342, SOC 343 and SOC 242.
AACTS’ “Demographic & Case Profile”
report produces APS statistics for the State’s ABCD 350 - Ethnicity
& Primary Language report, as well as statistics that can be used
for internal county reporting.
All AACTS reports (both State and AACTS
management reports) can be saved, emailed, printed or faxed if
desired. How
does AACTS handle Intake?
The
AACTS Intake process is flexible, comprehensive and user-friendly.
It is structured to work equally for dedicated/centralized Intake
units, for Intake that rotates among social workers and for dual
IHSS/APS Intake. AACTS' sophisticated search engine allows
Intake Workers to establish instantly whether a Client has
previously been in the system and to access past or current case
histories and to update or edit information in any open case. Counties
with a shared APS and IHSS Intake process have immediate access to
Client histories in both programs.
Are
there other advantages to a joint APS-IHSS system?
YES.
There are actually a number of advantages. For example,
making use of the dual system allows APS and IHSS to share a common
Client list, permitting users from either program to view and update
basic Client data, including demographic, contact and ID
information. Client data is kept more current and there is
also a dramatic reduction of repetitive data entry. At the
same time, sensitive/privileged case information can be protected
from inappropriate viewing by using AACTS security tools to
customize what type of information can be accessed by each user.
AACTS also does cross-program statistical reporting and facilitates
dual case management in counties where workers, nurses or
supervisors manage both types of cases.
In
a joint system how
does AACTS protect privileged Client/Case data?
“User
roles,” configured during implementation, set access levels for
each user. To assure protection of privileged information,
access to case details can be made available only to individuals
within the program that originated the case, whether APS or IHSS, or
where appropriate, dual access can be granted. In counties
with shared Intake, Intake Workers can access case details for both
programs. Specifically authorized Managers and Supervisors can
also be given full access to all data.
Does
AACTS have Case Assignment and Case Management?
YES.
AACTS is a complete case management and reporting system, from
initial Intake through Case Closure. AACTS Management tools
allow easy case assignment and reassignment, overview of caseloads,
instant viewing of out-of-compliance tasks, convenient push-button
Supervisor sign-off for Assessment, Reassessment, Service Plan and
Case Closure and easy-to-use tickler tools.
Does
AACTS produce reports other than the State APS reports?
YES.
In addition to the State reports AACTS includes many
statistical, tracking and reminder reports. For example the
“Demographic & Case Profile” report gives detailed
cumulative Client data including age breakdowns (65-85, 85+, etc.)
ethnicity, language and elder/dependent adult status. It
provides data on clients with APS-only, IHSS-only or both APS and
IHSS cases, number of returning Clients and whether they entered the
system first via APS or IHSS. The “Intake Summary” report
assists with Intake staffing by showing call-volume and
call-patterns by day-of-the-week and time-of-day. AACTS also
reports on case loads and case assignments, and has a comprehensive
reminder system for case milestone due dates.
Will
AACTS permit us to create ad-hoc or county-specific reports?
YES.
Your county IT department can assist you with designing
customized reports specific to your county's management needs.
How
many counties are using AACTS?
Prior
to the existence of the CareAccess portal, MMTG worked with
individual counties on locally housed versions of AACTS. Deployments
were expensive and time consuming, as were ongoing maintenance and
required State updates. The advent of the web portal made
AACTS affordable to small and large counties alike, with the cost of
upgrades shared pro-rata, based on number of users. On the

here to view the timeline. Our 100th user joined the AACTS
online family in 2005. Mid-2006 saw our 200th user added, and
by the end of 2007 there were well in excess of 300. Currently
about a third of California Counties are using AACTS.
What
is a web portal?
AACTS
is available to subscriber counties through a web portal called
CareAccess. Subscribers share a single ".exe" or
front-end of AACTS, while retaining use and ownership of their own
discrete database, which they access through their internet browser.
This structure greatly reduces initial set-up cost and
eliminates investment in hardware, server software and desktop
software. It permits implementation of updates, enhancements
and maintenance at the centralized server, simplifying
administration, while guarding the security of each county’s
unique database.
